Wait until you see which one is more hardy, then sacrifice the weakling, by snipping the stem off at it's base. Normally you don't want to plant them that close because they will compete with one another, which can cause both of them to slow and stay small.
A trick I use with clones but it can work with seedlings too is to get a an empty paper towel roll, cut it in half and fill it with a seed starting mix. I then seal off the bottom end with aluminum foil and poke holes with a toothpick for drainage. You can actually use just about anything. I've used milk cartons, pudding containers, water bottles, solo cups, etc. One gallon fabric grow bags (e.g. Smart Pots) are my favorite though.
