Plants looking weak Peyote critical

I am a newbie to growing and am trying to figure out what I am doing wrong. 3 of the plants are 13 days old and one is 6 days old. The room is 30 degrees celsius and I am using RO water and watering about 1.6L per plant for the larger plants every 3 days. Thanks bob, they are in soil, should I add another oscillating fan to cool the tent? I am using a 600w hps light and have one oscillating fan and an extraction fan. The light is currently 18 inches from the plants
 
Tent is 120x120x200, room temp is around 30 degrees Celsius. Yes I have an extraction fan. Will move the light to 24 inches. Thanks
 
Would another oscillating fan cool it down, or do I need an intake fan? I have raised the light now so hopefully they will improve
