Plants growing slow and brown spots on leaves.. Help please

I have 4 plants that are just old skunk weed seeds.
Started them on 003.jpgAug 10 today is Sept 22.
They were doing great under small florescent light.
They have looked terrible from the day I transplanted them.
They ar001.jpge now under 400 watt MH, temp is High 82 Low 71 in room.
I am using Scotts potting soil, watering every two days.
Please help I am a newbie.....002.jpg

You sure on the soil? Thats a lot of dead plant matter or mulch or somthing in it for bag soil. Pic 3 has other weeds growing in it. Add anything to the soil? Is it old? New Scotts shouldnt need any nutes for a little while. If its old you may have to add some. Soil is only like a battery, it can run low. Soil also looks pretty wet. Maybe a little over watering? Skip the every 2 days and only water when the soil becomes dry. Im sure little plants wont suck those pots dry in 2 days. To check the soil stick your finger in it 3-4". If its dry water, if its moist wait. You want the roots to grow down in search of water to build a bigger, healthier root system.

Is there anything I can do to fix what I did or should I start over.
I was just practicing with these seeds I do have some Afgan seeds to plant after this test.

Yea stop watering. They may bounce back... it is called weed lol. Get a fan going to move the air around for evaporation. Prolly just drowing them.

Oh by the way what is Ph lockout?
And where do I get a ph tester that test dirt I guess?
You can get a PH tester at walmart, local garden center, ebay. Cheap $20ish. Real nice one $100+. PH is a whole other lesson. You want it aroun 6-7 almost neutral. If it gets too high or low it can cause stress to the plants and cause them to stop getting certian nutes. If you going to take this seriously start reading. Keep reading. Then read it again lol.... The are TONS of get how to's and lessons to be learned here. Look for the sticky threads at the tops of the forums.
