If you can give us a detailed layout of the system you are using- Lights, Nutes, Air, Feeding schedule, anything else pertinent- we will be able to better diagnose your issue.

It's very hard to tell with the quality of the pictures being so low, but are your leaf tips burnt? You may be overdoing it on the nutrients. If so, you may have salt build up on your root system, starving your plants of what they need. Flush them out with Ph balanced water, and lower your nutrient mixture. Most plants of that size like 25-40% of manufacturer's recommended levels. This only applies if you do have nute burn, like i said it's hard to see in those pics.

Your CFLs are pretty small, so you can keep them very close to the plant. I have never used a 27w bulb for growing, but I am able to keep my inner foilage 65w CFLs at 4 inches with no burn. You might get a better picture turning a couple of your lights off, or moving a plant into a different room and taking a picture.

Forgot to mention- you can grab 65w soft white CFLs from Home Depot or Lowes for 17 dollars. they use a regular light socket and output around 4k lumens each.

For the amount of light they're getting they look fine. Keep in mind you're trying to recreate the sun...plants "eat" light (photosynthesis). Plenty of light is key in big bushy plants.
