Plant lighting question

Hi im planning my first outdoor grow for this upcoming season but i want to start off my plants inside for around 2-3 weeks. Im planning to grow around 40 plants. I presently have a light from an aquarium im not using. It has 2x 4' t8 cfl (40 W each). Would this do to get them through the seedling stage into early veg stage or do i need more lights and t5 cfls? Any advice would be greatly appreciated.

I started indoor growing in the early 80's and those lights were the only option available. I used them for the complete cycle without any problems for a long time.
Don't get me wrong, better lights will produce better plants but you can get by with what you got. Just make sure that the plants are within 0.5 to 1 inch of the tubes.
40 plants is a lot to fit under there so maybe consider splitting them up and doing 2 or 3 runs. I used to start with about 60 bagseeds and weed out the weaker ones until I was left with 6 - 8 strong females.
