just 3 cfls they arent very many watts though

Just keep those within 2 inches of your plant, if you got more light it would take off.

okay. well when they get to close the leaves start pointing the tips to the light

That means they are happy. See my avatar picture, it does that when they are close enough.

yeh get your lights closer, those are kinda small for 3 weeks. when you get lights closer they will explode with new growth.
