Pineapple express flowering help needed

Basically ive been vegging my pineapple express for 5 weeks. The problem is is that ive been vegging for 5 weeks, but they are only 7- 9 inches tall. this isnt a big problem because the plants will only have 90 cm height to work with. But the details of the strain said do not over veg! So im wondering whether i can start to flowering them if i want to avoid 'over-vegging them. At the moment the nutrients are in the soil and i have not added any as of yet. Ill take a picture of the tallest and the smallest the small is also cupping and drooping alot if you have any ideas. Thanks in advance for your help. First time grower.

welll you should flower them now i vegged mine for four weeks, and maybe you could be overwatering them?? i usually wait until the top 2-4 inches of soil are a little moist.
