ph problem (i think) pics

i didnt get my answers in plant problems so maybe you can help. i have a ph meter and idk if its accurate but my water runs at 7.5 and my soil is at 8. what is the ph suppose to be at??? and how can i lower it with out ph down. this plant is 2 months veged ex-mother for clones so manny manny bud sites. the stem is thicker than a AA battery. the last pic is of wuts going on with the very bottom leaves. im thinking there just not getting any light. thanks for any help guys. 7.0 is a nuetral Ph level. You should aim for 6.5.
