What can you recommend for a PH meter thats not outrageous but accurate?

About $30 will get you a Hannah on ebay.

i got some ph strips at the hardware store for 11 bucks. theyre for swimming pools but they work. you just dip them into your watering can or hold them under runoff, they will turn colors and theres a chart on the box that you match your strip to, you get a fairly accurate ph.
