what is the desired pH level for water?

5.8 for hydro and around 6.8 for soil. Dunno about your second part of the question

haha sorry basically what I am asking is do I want to keep my soil pH level around 6.8? and I can help doing that by lowering the pH of my water before hand

I always thought your soil buffered the ph of the water. But in the reality that may not be entirely true keep your water ph at 6.8... Anything to high or excessively low can harm your plant(s). I don't know about the states but I find most town and city water supplies are between 6-7ph,
