Pest problem?

What is this white stuff on the stems? It wipes right off and is dry to the touch. Should I worry about it? How can I stop it?

Looks like powdery mildew, but someone else can confirm as I haven’t encountered it in my grows luckily. If it is then potassium bicarbonate is one of the go-to solutions I believe. Again, someone who has dealt with it can chip in with some hands on knowledge.
 
I get that same thing if i have plants near my pool. It only grows on the stems. If I move them away and just wipe off the white stuff it stops.

First year i saw it i kept the plants near the pool all season and it never went away when i was trying to fight it with green cure. Never spread past the stems.

Exactly! I have a hard time thinking its white powdery mildew because its NEVER been on any leaf. Just the stems. Wipe it off and its gone but im getting it more and more right now. I was thinking more along the lines of a pest problem but I check day and night for critters and only find the occasional grasshoppers.
 
I could be wrong but i think those are aphids.

I have the same thing on 1 bell pepper plant. My buddy had them on his tomato plant told me they were aphids. I also think the leaves will react to aphids and they leave a weird brown/crumbly leaves

Also no way is it powdery mildew, my pepper is on a drip system and i live in the desert. They havent seen rain in 3 months.
