Could be over fertilization. Have you checked the undersides of the leaves with a loop or digital microscope?

The first pics looks like it could be bugs but the second one looks like leaf damage from high nutrient levels

What is all the dots in the leafs of pic2? It almost looks like russet mite damage. You should scope really good on both sides of the leaves.

Yeah just zoomed in and there is white stuff all over the leaves.

Just garden dust w/ spinasad in case it might be a pest eating the leaves.
