Imagine that you have 4x4 veg room with x8 4ft tubes = 432W, and 4x8 flower room with 2x 600W Air-Cooled lights. You have everything dialed (perfect environment) and you have 20x 3.5Gal Air-Pots filled with soil. You have 20 feminized indica dominating seeds. The tents are in apartment, so the drying has to be done in the flowering tent.

1. How would you rotate the harvests (example: veg clones for 2 months until the flower room has finished, take cuttings and move them to the flower room, veg the clones for 2 months again)
2. How many plants would you have in the veg room at a time and how long would you veg them? (example: 10 in the flower room and 10 in the veg room)
3. Where would you dry them when you harvest (only the flower room has carbon filter, but drying there means no lights on, that means clones must be vegged for more time).

Im waiting for your comments guys, I have my equipment coming in 2 weeks so I need to plan ahead. Thanks

Get a mother going, and keep in veg tent. Take clones from mother, and let them veg in the veg tent.
Move them into flower room for 2-3 months.
Start your clones 4-6 weeks before your flowering plants are finished.
Dry somewhere else.

Good advice. That gave me some view over the strategy.
I can't dry somewhere else, so I'm planning to connect another 4x4 tent to the intake of 4x8 flower room that has carbon filter, my exhaust in 4x8 is rated 680 CFM so it should handle 4x4 + 4x8.
Do you think 4 Gal Air-Pots are good enough for mothers?
