With a PC modding experience and a good knowledge of airflow, I managed to creat this case, see pic, as one time my CPU fan failed, and I didnt know about it until summer, when the ambient temp got high enough in my room even with the AC on to make my PC shutdown! So heat in the case isnt an issue. Lighting: There are many different "white Neon" tubes that could replace the Black Light Neon that you see pcitured. I have thought of making a PC stealth grow (as my PC modding skills are up to snuff) but you still have the odor problem. If you are under you rents roof, they will smell it eventually. You can try to mask it, however not very effiecently with the space in a PC, no carbon filter, no spraying mists, no O3 generation. So only something outside the case, and if they took your first hydro system they might get thinking as to why you have so many air fresheners in your room around your case! The neon white tubes dont come with lumen rankings, so I cant comment on that, might need a light meter, but smells aside, its totally possible to run a small one plant stealth grow, as the PC is a closed unit that is designed for heat disapation... You WILL need some good pruning/bonzi techniques to keep it compact and productive in such a tight space, as the hyro unit will likely have to be a custom design, not enough room to have the res under the medium, maybe put it and all the pumps and such where the DVD drives sit...
