Based on the top layer it seems clearly under watered.
Leaves in first pic show underwatering too.
The petioles, however, and the leaves on the third pic, say "over watered".
If they the soil at the bottom is dry, follow Bugeye's suggestion. However, I'd make really sure it's not too wet at the bottom already. The topsoil may just be that dry from the bulbs, while at the bottom it's overwatered. Using too large pots too soon that is. If the bottom remains wet yet you don't water till it drains, the water at the bottom is still the same oxygen-depleted old water while the top evap and dries.
