Keynesian Theory is a good example of Agenda, since it relies on the other guy doing right when no one is looking. This is a largely discounted theory, that, none the less is full swing in America right now.
The big flaw is it depends on the faceless bureaucracy, not even a person, to do the right thing. To hold wealth from tax payers as sort of a rainy day fund.
It NEVER happens. It has Never happened. And so it's just another crock Theory of Agenda. The Fund gets spent, borrowed from, borrowing is conducted to pay the vig on the Fund. More borrowing to cover that. Sounds familiar? It's Social Security, Medicare, etc. FUBAR.
