Orange Wreck Chronic plant. 2 weeks old!

Yes i had 3 Orange wreck chronic plants sprout about 2 weeks ago. 1 is growing very nice. altho i think she is alittle small for 2 weeks but i wouldnt know. the other 2 are smaller but are growing with a nice green and all of them look healthy. i am using kelloggs outdoor potting soil and watering 1 time a day. i will put pictures up asap. most likely in a couple hours.
im wondering if they are just growing slower because they are winter plants? and im in So cal so its about 70-80 degrees almost every day.

Alittle small for being almost 3 weeks right?

and my friends tell me to put egg shells around the plant or something? should i? and how do i do it?
and when should i start adding some nutes? and what kind are the best to buy
