What kind of bug causes this problem?

well i took a second look and compared the black dots and the light green spots close to it and the only thing I could find was spidermites, but I am like 10% sure abou this, wait for someone more experienced.

Thrip. Check the undersides with a 30-60x loupe.

It's thrips,dont worry there more of a pain in the ass and are only harmful to a seedling. If anything they help in defoliation lol. Seriously though you can spray with prmethrin and do a drench, soapy water sprayed on the bottom of the stem slows em down.youll never get rid of them completely but lije I said it wont effect anything unless its a young seedling as they slowly eat leaves
