Would 2 42 watt red spectrum cfl lights be better than 2 24 watt blue spectrum cfl lights for starting seedlings?

It's unclear what you mean by start seedings. You don't need any light until you see green and then not much until they really start vegging and growing. Blue spectrum is for veg but red spectrum will not cause stretching, although it may not promote growth as well. Consider plants started outdoors in late summer when the sun's spectrum is toward red. They do fine and they don't stretch.

Thanks, now a 2nd question haha for an exhaust i am going to start out with this little fan that i pulled out of a playstation 2. The fan says on it 7v dc 0.29A and the power source i have for it is a phone charger that says input 100-240v-50/60Hz 0.2A output 5.1v 0.7A are these compatible? I'm certainly not an electrician and don't want to burn my pad down haha.

not so much stretch but your nodes will be further apart

That's fine. As long as the output of the charger is less than the fan draws, no problem. It'll just run a little slower.
