i messed up and didnt get any perlite in the beginning and i think tats what is messing everything up and its just not wanting to grow in it, and my temps usually stay between 75-80f
Well temps are in right range. They can be brought back they might be stunted so no telling how long they will take to take off. But my 2cents if it were me I would keep those going and starts some new ones. But put them in some good soil with 1/4 perlite in it. Get you a ph tester and don't feed at all till the cotyledon's turn completely brown. They will look rusty and will be about to fall off you would be surprise by doing a little can help a lot.

when seedling are that young, water them with a mist bottle. all you want to do is keep the soil slightly damp, not soaked, for a few inches around the plant stalk. i always start my seeds in the finishing pot which is about 5 gallons. GL
