The above linked article even goes so far as to link individuals with both the 'Novichok' case and the chemical weapons incidents in Syria. It goes on to point out their profit motive for all these chemical weapons related attacks. That's not proof but the number of coincidences are rising suspiciously quickly.

How can the British government be so sure Russia is behind the incident when Porton Down scientists themselves say they'll need 3 weeks to analyse the samples and Scotland Yard says they'll need months to investigate?

A few things are for certain; the Skripals were murdered, the weapon used was something only a state sponsored actor could have access to and the official narrative isn't making any sense.
