Depends on what they are planted in, size, soil type and so on. Could be 1 day to 4 weeks or it could be 1 month.

you need to say what they are planted in first. if it's fertilized soil you don't need to worry for a little longer, but if there are no nutes in your medium you want to start adding them quick.

I'm using miracle grow, with perlite, and they're it's about 3 weeks old, I have some organic nute/fert. I've added just a bit about 2 days ago, but I want to now when is the correct time and the correct amount for a 3 week vegging in a 4x4 pot.

cool cool, ya I thought it'd take at least one more story of 5 leaflet leaves cuz it's only got about 3 right now, but one thing I'm still confused is on when to start adding nutrients, (N,P,K) and how much do I mix with the medium

ya, my soil is not pre-nuted, I've added nutes to the top of the pot when I added more fertilizer (cause to the plant growing/added more to stablize the root) but thats pretty much all I've added, and maybe just a tiny bit in some of the water I was using to water the plant.
