Actually yes they are.
I read about one not too long ago that had several residents growing their limit. Because of the totality of product in the home they were charged with manufacturing. 6 adults with 6 flowering plants a piece can produce a shitload of pot and receive federal charges.

here in AZ is 6 for me and 6 more if theres another adult in the house. thats the max.
