No till clover cover just wont take wtf

hey yall so im currently running a no till soil run, for the last week or so ive been sprinkling clover seed onto my soil and for some reason they just wont take they always end up sprouting way to far underneath the dirt to even make it by the time i water and i find them underneath they're all yellow from lack of light. any special trick to this have no clue why it wont take i also threw some clover i to a regular pot n the thw things went apeshit covered the entire pot i also have a nother plant thats took the clovers perfectly

What variety? Clover seed should be covered 1/4” at most and have adequate moisture to germinate.
white clover, i watered the soil everyday since there’s no plant in there yet. i figured while i let the soil “cook” id also begin the cover crop. on my other current pots they took pretty easy soils ffof mix
