Newbie led set-up question

I'm kinda new to this all never grown before indoor, I was wondering if my led setup will do the job

The tent is 3x4ft and was thinking of buying BXEB-L1120Z-50E4000-C-B3 8 or 9 pieces, I thought the wattage was 50w a piece so a total of 400-450w, with a driver hlg 480h C2100a.

I was wondering if this is enough, can this set-up be compared to a 600w hps ? Or do I need equivalent of hps, so I can better go for a set up of 12 pieces and 2 hlg 320h c1050 drivers ?

I want to save some extra bucks but if this comes at a downturn of way worse yields & quality then not, trying to find the right balance.

Also is the 3500K good enough for seed to flower ? or can I better mix between 3000K and 4000K-5000K ?

BXEB-L1120Z-50E4000-C-B3's have a max current rating of 1400 mA so the hlg 480h c2100a driver turned all the way up will fry the strips. A driver with a 1400mA output would take you to max rating of the strips, Running them at max will require cooling so they will need to be mounted to aluminum strips or some sort of heat sink to dissipate the heat. A HLG 480h 1400 will run 8 of those strips @ 54 watts per a strip.
