I don't know anything about hydro, good luck there. but your bulbs need to be as close as possible to the plant without burning them. From what I understand T8 works alright not it's not the best. See about a few T5HO bulbs maybe. And look into LST and Topping to maximize your yield using fluoros.

what is the ph of your water and what is the ppm/ec of your water also?

i would not top the plant yet, wait till it is healthy or you will only stress it out more.

if it is growing slow, you either have a lack of nutes, or you have nute lockout due to wrong ph

My ph is 5.8 and I don't have my ppm meter it should be here in a couple of days.

ph is fine at that, may be a little high as the top end is 5.9 for hydro. do you filter your water? i made that mistake without adding some cal/mag to replace magnesium and calcium that was filtered out.

also once you get your ppm meter you will be able to get a better diagnosis...

one more thing, what is the temp of your water? high temps can cause nute lockout and low temps can cause oxygen to stop being dissolved into the water.

I don't use filtered water and I don't know what the temp is I order the metter that will tell me both. When my plant was small I mistakenly poured some nute on my plant it eventually snapped in half but grew roots back so I don't kno what its going to do. But it has been growing pretty fast latly it grows like a set of leaves every day or so and the roots that are coming out of the pot are from the last 3 weeks.
