New seed sharing thread in UK?

OK all, SO this is my thoughts. Seeds are legal in the UK. I rarely grow any more and am thinking of running a 'seed-swap' bank so we can all stop having the urine extracted.
I hope RIU won't mind as they are mainly USA based anyway.
The only way I can think of doing this is with some kind of rating system.
Not sure how to make a profit yet either. Any ideas?
Any comments from mods?
Am I allowed?

site policy.
