New plant owner... Please help me!

I was given these plants. A friend of a friend had more than the legal WA limit and gave the extras away. The soil type, strain, past care, etc are all unknown. I have been treating for spider mites after finding small strand-like spider webs Transfering between leaves. I caught them early, and their growth has slowed down a lot. I've placed a fan facing the plants to hopefully slow the mite growth while I treat the plants.

I have used a PH tester and the soil seems to be in the normal PH range. I also filter my water and have NOT used any plant food.

I'm using an 18/6 light schedule, but honestly, I don't think my lights are sufficient. I purchased them on Amazon
here's the link: https://www.amazon.com/gp/product/B081CVFJPQ/ref=ppx_yo_dt_b_asin_title_o05_s00?ie=UTF8&psc=1

If these plants look salvageable to the forum, I would really appreciate some help on purchasing some good, cost-effective lights and whatever special "food" they need to get these plants growin!

1) PICTURE OF PLANT
Posted below, the first 4 are of one plant, the last two are of another. They aren't pretty.

2) Growing indoors or outdoors:
Indoors

3) Watering schedule
Every two days, I use a moisture meter and if it says dry I water them. I received the plants about a week ago and they were super wet. I decided to give them a few days to let the soil dry out because I noticed a small amount of white fungus on the surface of the soil.

4) Growing Medium
Unknown; these were a gift

5) What stage of growth
About a month old? I'm a beginner and didn't plant them myself so I really couldn't tell you.

That's the best advice you'll receive in this thread.
even if that's correct, why not waste my time and learn while trying to salvage these trashed plants. Basically, I'm asking if there's hope for these plants.

I'd love to learn! Once these plants either fail or start to grow I will invest in a beginner setup so I can get to learning. Any more tips are very appreciated!
I started nutes today. The plants take about 1 quart of water to get some runoff.

toss em quickly.. He did you no favors giving you those POS infested plants
Those look horrible.
The white spots look like they are mite infested and then sprayed with something that retarded growth.
You could start new ones and pass them up with healthy growth, rather than nurse those back to health and decontaminate.

Don't start in the hole, fill in the hole and plant a new seed.
Right off the bat, you need pesticides, that's not an investment in a setup, it's a problem.

those lights might keep seedlings alive the first 10 days but you will need better lights.

Using that plant to learn about growing would be like using spoiled meat to learn about cooking.

Better to start over as suggested. Don't worry about missing this learning opportunity, you'll have more than enough problems of your own to keep things interesting!
they're in the garbage, okay. Are you happy now? :x I'll be investing in a simple closet set up, so ill be back to avenge myself. Thanks for the tips, everyone!

:blsmoke: Live and learn. Lots of people have been there. Don't get discouraged. There is a guy on ebay that sells a 3 pack, with an oz each of Oberon 4SC, MINX 2, and Floramite SC/LS. More than enough to treat your grow area, and prevent them from coming back.
Once you get everything cleaned, read as much as you can, get the best equipment you can afford,, and get your hands dirty. Lots of good information on this board and all over the internet. Good luck
