Doesn't look too bad, but i have a couple quick suggestions for ya.....the first thing you should be trying to do, is to get reflectors for those bulbs, because you are losing
alot of their output.(probably 75%) Those cone shaped ones work really well, and are like $12 at most hardware stores. I know you're on a budget, but you won't belive the difference it will make once they get a little bigger, so you should consider it. Or, maybe you could come up with something you build yourself, something that'll reflect the light downwards.
One more thing....I don't see any trays under your pots, so i just wanted to make sure you have some drainage holes in them? That's critical, or the roots will stay wet constantly, and you'll run into all kinds of problems. Also, you should cover the pots with something that'll block the light from reaching the roots, even tinfoil will work. And don't let anybody tell you it'll burn your plants, because it won't, not if it's wrapped around your pots. It's impossible.
