First off to start with your light.
This is my first post but I think I carry enough knowledge to give you the advice you need.
You are looking for about 60watts of light per square foot.
I have a 2'x4' grow space and I use four T5 High Output lights giving me 52watts x 4 (5k lumen each making 20k lumen)
I have attached my T5HO bulbs to the center of my 4' T8 2 bulb 2.5k lumen fixtures. I have 4 x T8 2 bulb fixtures. Each T8 bulb is 32 watts.
So I have 256 watts (20,000 lumen) T8 + 224 watts (20,000 lumen) = 480 watts (40,000 lumen)
So I have 480 watts very equally lighting 8 square feet.
Guess what that gives me? 60 watts per square foot!
This is the CHEAPEST way I could grow.
Post your dimensions so I can make an appropriate suggestion to fix your light situation.
I can tell you that 40k lumen in a 8sqfoot area is not nearly enough for a high yield grow.
CFL lights do not give good penetration, you see in your last post first picture how the lights are focused in the center? I think the cheapest way to improve your setup is to have bulbs hanging around all sides of every plant. It can easily take more then 4-6 CFLs per plant.
Oh and it is safe to say those strip lights are not doing shit for you, they are super weak lights and to have any sort of effectiveness once again we go to the basic CFL principal of 2-3" away, anything more and CFL lights do not do squat.
As far as harvest goes, there are plenty of threads on this website that will give you a much better idea of when to harvest.
I would try to explain it but I am going to tell you that searching will give you a better idea.
P.S. I would try to improve your light setup asap since it is vital for bigger buds.
