New Grower, New Grow Room, New Idea's?

Hey, What's goin on? So I'm pretty new at this and what not so I figured the best thing would be to just make a post and see other peoples ideas.

I have a 12'x8'x9 Room, and a 600.00 spending limit (Lower is always better) . The only current grow set up I have is a small one in my 2'x6' closet... I have two balaster's 40watt X 4 and 4 X 26watt energy saver light w/reflectors. (Approx 28 plants under them)

Trying to get the best bang for the buck. I've been told to use an "HID" Light System. There's about 1000 different ways to do it and I'm new so I need Help 600.00 is my limit can't do too much over. and pretty much I need a list of what I need & supplies to get this growing bigger, better kronic

Buy a 1000 watt digital ballast with the biggest air cooled light you can find. Spend money on the proper nutrients. Grow in soil to keep costs down. That is a good size room so make sure you look into a carbon scrubber to deal with odor. I would take your BEST 15-20 plants and put them under the lights. Keep one or two for cloning. I would probably use the closet as a small cloning operation so you can constantly be using your equipment. hope this helps, or on second thought use black plastic to divide the room in two. Put a 400 watt in one room for vegging and a 1000 on the other side for flowering
