Yes you can use the bottom branches as clones. How big is your plant? A month old plant is usually ready to be flowered. Flowering time will depend on strain, indicas will take around 7-10 weeks and sativas can take up 15 weeks.

I cant see any pictures??? Plants grow in various stages; leaves, stems, and roots, not in any particular order. It wouldn't be unusual for your plant to spend time making roots at week 4, therefore not gaining much height. Again there is no predetermined height for a plant at any given stage, just let it do its thing.

I would give them a trim then let them veg for another 2 weeks before turning them. The plants at the back are not looking very healthy with the way the leaves are all curling down and some look to be kindof rough and crinkled.

Is that foil on the wall? If so you should get rid of it asap.

Its no good for the plants due to the way it reflects the light and creates heat spots. Just do a quick search on foil and you will see many threads about why foil is bad to use and they can explain it better than I can.

Cheers

Hahaha its hard to tell in that pic.

I would trim the lower branches but you should give it at least one week of veg after the trim and you should notice a big difference in growth during that week.
