New grower here when should I plant my seeds

so I just noticed that my germinated seed has cracked and is showing a small white tail (very small) is it time to plant or do I need to wait? They have been in paper towel in zip lock baggie on top of my water heater for 24 hours. Also if it is time to plant so I need to to place it under light right away? Your help is greatly Appreciated

I like to wait until tap root is about 1/4 inch then carefully transfer (I stick a pencil into soil about half inch and drop into hole with tap root down without touching root..only seed head (I use Styrofoam cups). Then leave on top of water heater until it breaks surface and intermediately place under light. Only water small amount right around seedling about size of a penny and use a non-fertilized soil as fertilized soil will burn seedlings (I use seed starter premix from Lowe's or/and Walmart)

Be sure to use small cups and keep it dry rather than wet. Using a light mist from a spray bottle at first. Do not overwater. It will not keel over dead if the medium dries. Unless you leave it that way for days.

However too much love (water) will kill it as will the use of fertizers too early.
