Its not tolerated on the forums so why should elite members get to do this.

All of those reps that Ludacris posted were from his stalker, not an elite member. Elites have the ability to neg rep, if you notice all the boxes of Ludacris's reps are either blanks (meaning they're from a newb member) or they're +, meaning they're from a regular member who doesn't have the power to give - rep.
