i have something similar going on and i do believe neem is the culprit.
neem oil promises to do a lot but should be used with caution. oil does not mix with water. so when applying in a mister or spray bottle, you need to make sure to continuously be mixing the oil/water/soap solution while applying to make sure one spot of the plant doesnt get the majority of the oil in the mixture (possibly the last sprays of the bottle?). it shouldnt be applied with lights on or sunlight if youre growing outdoors. i found i still got neem burn when applied at dusk.. maybe they didnt dry overnight? ive read you can apply neem, then re-spray the plants with just water to try to minimize burning. i just wish i read this before my plants got burned!
in your case, it doesnt look bad at all. you may see a few more spots pop up in the upcoming days but what would you rather have?.. a few burn spots or spider mites or mold or whatever it was you were treating? i would try using half the amount of neem next time and making sure the plants have a few hours to dry before any light has a chance to burn the plants.
also be careful with the neem if youre in flower, it may leave a harsh taste on the buds.
