Need help with vertically challenged plants

I posted this in the Indoor Growing Forum then realized there's a newbie section... right up my alley...
So I'm new to growing this but I've done more reading and research about this than I did in my college Chemistry class. I have four little ones, green as can be, healthy as ever, getting thicker by the minute, but they're short. As of today, I'm at day 25 from the time I planted the germinated seeds, and the tallest plant is only 5 inches from the bottom of the soil to the top of the plant. The other 3 plants are between 4 and 4.5 inches tall. Here's my set-up:
Indoor closet environment; the closet door is always open though so they get plenty of CO2. Humidity around 50%, day-time temp 73-77 degrees, night-time temp 67-70 degrees.
Soil - Miracle Grow Potting Soil (I know everyone hates this stuff but it worked great for many harvests before with a buddy of mine) and I added in Perlite.
Fertz - As of right now, I'm not using any fertilizers because M.G. already has them in it, and I'm afraid to kill them. I have, on the other hand, added about 1/2 tspn of Epsom Salt per 1 gal of DI H2O (I was told M.G. soil doesn't have much Magnesium in it) and use that when I water.
They have all been transplanted into individual 1.5 gal potters.
Lighting - Here's where I think I'm having my problem. For the first week and a half, I was using one single energy saving light bulb from the local store, a little one, output of 16 Watts or some shit like that, it's little, trust me. For the past week I've had the little light and an LED growing ballast set-up, and the plants love it. They've gotten thicker, spanning leaves, more leaves sprouting out the top all of the time, but they're not getting tall at all. The plants are in a big ass plastic bin that is 90% covered with aluminum foil (shiny side facing the plants) and it's illuminated like crazy. So I'm thinking maybe I just don't have enough Lumen-output?
Or maybe i need a growth enhancer/fertilizer?
I dunno. Any help would be great.
Oh, and I have no idea what kind of seeds these are. They're from a sample of stuff I had that I absolutely loved: Really strong cerebral high, but focused, NOT lazy at all; just made you want to smile all day and go out grocery shopping. HAHAHAHA.

well, 1st of all the lighting has stood out the most.

if ur only using 1x 16watt CFL for 4 plants then u need more lighting. it wouldnt even be enough for 1 plant. yes they will grow but very slowly. i would scrap the LEDs and get more CFL's. one with more lummens and wattage.

also it can depend on what light spectrum u have as well. 6400k (blue) are for vegging and the lights are left on for rather 24/0, 20/4, 18/6. or anything inbetween them.

when u start flowing u will be better off with a light spectrum of 2700k (red). the light cycle should be on 12/12 then.

also, make sure ur CFL lighting is 1- 2 inches away from the plant. id read up abit about lighting.

also, aluminium foil is a no no. this should only be used as a last resort imo. and if do have to use it, it should be the shiney side facing AWAY from ur plants. foil can burn holes in ur leafs. white paint is better than foil, it will provide more reflectivity.

ermm, also soils. i wouldnt of put baby plants in soils with ferts in them. also i wouldnt of give the plants anything, except maybe for molasses for the 1st 3weeks.

you're absolutely right dude. I read up more on the lighting, and realized i'm using about 800 Lux of lighting output, when I need atleast 3000 (I'd be satisfied with that because I don't want to pay out the ass in electricity) but rather I'd want like 20,000 Lux. I'll up my lighting and just be patient knowing they're going to grow slower than someone with 3,000 Watts of lighting.

well yer u can think of it that way but these are CFL's. there energy saving bulbs dont forget, so really its not gonna cost on elec bill as u might think.

if u was setting up a 1000w HPS, then theres where u get big bills.

anyway, hope it helped u abit. the grow faq is great. also u can check out the CFL forums, that has good info in the stickies. thats how i learnt all the stuff i have so far. read read read,lol. u will get good results.

actually even the 1000 watters dont increase the electric bill as much as people think when u start to get to 3000-5000 watts of light thats when the bill gets BIG other then that like 1500 watts and down doesnt really increase the bill that much

Thank you all for your input. I put a 24" flourescent tube light in there, along with a couple other CFL's, and I'm still using the LED's also. The extra light did wonders. My babies have grown almost 3 inches in 3 days, so looks like there's my problem. I need more lighting, that's all. They look great now and they're at 7 inches tall (after almost 4 weeks though, shoulda started more lighting a long time ago). They have 4 sets of leaves (nodes, or whatever you call em) and the 5th set are reaching for the light... short and full, just like I said before. I want to start flowering when they hit 8 or 9 inches, hopefully a few days. Thanx again. Oh, and when I get my camera back from my in-laws, I'll get some pics on here.
