Need help setting up a 15 plant grow room

I have only done 3 plants up to this point so i was wondering what would be required for 15 plants. What would be the best lights, soil, nutrients, and environment? Any help would be appreciated. I have my rec. in WA and 15 is the max you can have. And im not to worried about it being perfectly hidden from the cops or what not since im legal so yeah. Just want to do it right. Thanks

2X600HPS / 3-5 gallon bags/pots / saucers 12"- 16"/ i use Happy frog mixed 3:1 with additional perlite for better drainage/ i use CES nutrients and additives - plus a few additional things that arent absolutely needed, can pretty much make a grow room anywhere just depends on what kind of spaces you have and how much money you want to spend. just did a dialed in 30+ setup with 2 aircooled 1000hps for around 3500.00

are you growing from seed or clones?

Most likely seeds. I already have a 400wHPS would that and a 600w work or will i need to get 2 600's? Money isnt to much of the issue as a friend of mine is stopping his growing and will be giving me supplies at a discount. So i can get pretty much anything. I have a whole room to use. probably 10x10 or 12x12 something like that. I just kind of need a list of what supplies and materials i would need.

get 2 P.L. Deep Reflectors. These put out a 4'x4' light pattern. you can grow
4-9 plants from seed under one of these depending on how long you veg 'em
