Need grow room help? More lights the better? 2200?

Hello im finishing up on my first indoor harvest (ALL medical Live with 3 people who all have their cards including me)

I need some help on how to maximize my grow room. currently i have the lumex duel 600 watt ballast with both hoods in a 4x8 grow tent with one hood on both sides. I also now have a separate 1000 watt magnetic ballast with a batwing hood. Are first ideal was to use the 2 600 watts for flowering in the room and get a separate tent for the 1000 watt as a veg room, is this the most productive way? At the end of my first harvest using the 2 600 watts i had like 9 or so plants under each one and used humbalt nutrients all the way, i have multiple decent tops on all the plants with only a few standing out as bigger yeilders but nothing compared to other peoples this harvest seems like it will be alot smaller then i thought. So im wondering would it just be more productive to put the 1000 watt in the tent with the 2 600watts and just do one massive grow? About 2200 watts in a 4x8? which would eventuarly be more productive? Or any other ideals/tips??

Slow down and think about it. One can Veg, the other can Flower and another can clone!

but im thinking if i just use all the lights in one i'll have a much much better product with bigger harder buds?

The more light the better if you can control temps, yes you will yield more with more lights.
