Need Experienced Advice

I'm sure these questions get asked a lot, but I've already spent hours searching threads and finding only part of what I'm looking for.

I'm currently remodeling my modest 13' x 6' grow room. It was walled off into a separate veg (with 1- 400w MH) and flower rooms (3- 400w HPS) and just wasn't enough flower space. So it's been opened into one flower room. I'll clone and veg in another room
I typically have to grow in the fall/winter/spring, when outside temps are conducive to controlling my inside temps. Summer heat is too much and I don't have a means to cool my garage without going to extremes. I'm hoping that going to hydro, possibly with a chiller, or two, might extend my season
I'm changing from HID to LED, and from soil to hydro., which is where I need help.
In either instance, thus far, I'd like to use a recirculating system to help me conserve water- if conserving water's even possible
The mission: set up an automatic drip or waterfall using rockwool cubes, or Hydroton clay. Not sure which direction to go, here.
Having not ever used rockwool, I'm not sure of what size cube to use, if I should stack cubes, or use cubes in conjunction with slabs. Don't have a hydro store nearby, so rockwool with shipping can get somewhat expensive. Not looking to grow "monsters" but definitely like to go to the next level
There's also the "dry-down'' period between watering cycles. That's no mystery, but I am worried that with the set-up I want to try, physically checking the weight of each wouldn't really be feasible, or be a royal PITA.
That got me wondering about using Hydroton clay in 3 gal smart pots in my drain tray, instead, and letting them continuous, or near continuously slow drip.
I'll add that I have done a few DWC bubble buckets, and have a basic idea of hydroponics. Still very inexperienced as a hydro farmer, though
Could surely use some input

Why are you limiting yourself to LED's. You should check out CMH's. I switched for HID to CMH a few grows ago, love them.
Just saying.

I've been a strong proponent for CMH lighting for years, but seeing the output of my friends facilities that have switched to LED lighting has definitely changed my mind. The technological advancements in these fixtures and the better pricing has definitely made them more attractive.

If I were to choose CMH, I would go mixed spectrum and checkerboard CMH and HPS fixtures to maximize spectrum output
