Im currently growing 11 ak-48 from Nirvana and 11 Papaya from them as well. The hairs are normal, dont even bother really paying much attention to them expect to see your plants are indeed, girls. Some use them to tell when the plant is done, but the hairs are no indication of this. The buds you are seeing now will continue to swell and start to come from seemingly nowhere. 3 weeks is one of my favorite times in flowering, that stretch is slowing down and the buds start to fatten. The last 2 weeks is when you will really see her put on some weight. As far as your roots, (i cant see any pic, I assume your in soil) depends. Dont worry if they are coming out, they are filling out the pot. I run 5 gal RDWC hydro buckets and during flowering is when they start to fill almost the entire 5 gallons. The roots that make it out of your pots will get "air trimmed" back unless you want to move it to a larger pot (never done soil but im sure this is a no no this late in flowering.) all in all, I wouldnt sweat it.
