Need a little help for a dumb NEWB

What is happening to my poor baby its neighbor is doing just fine and I dont know what the deal is, it did get a little hot yesterday in the grow box so I hope I didnt kill it, if you look close the middle of the stem is real thin thats why its laying down I have them both under 4 100 watt CFL's about 2 feet away from bulbs. box got to about 90 yesterday
 
that yellow thing is the tap root and it got burned and dryed. sometimes they pop themselves out of rockwool depending on how they are put it to begin with.

Your seedling doesn't need that much light until it has leaves to use the light. It looks like your baby leaves are still being held by the seedsack and the stem is slightly dehydrated. You might have to remove the seed sack for the plant and from what I see it's going to be a very sensitive job. I usually pick them off with a pin when they are having a problem separating their seed sack.
 
do I have to much light I am fighting a battle with the temps its either to cold or to hot so I am trying to keep it stable I think I did put the seed in upside down cause the root curled when it came out, oh well I am gonna go home and check them for my lunch break maybe I can nurse him back the leaves look real strong so there may be hope
 
the leaves unfolded this morning I was kinda pissed last night cause I saw the seedling just like this and I thought it was dead so this morning when I saw the leaves spreading I felt a little better and it will need some TLC I know I will just use 1 CFL for now till they get stronger.

Wait until your seedlings are growing good and then increase your lighting. I usually wait until my seedlings have their first adult leaves before I put them in bud. The one that was injured will definitely suffer and will not progress as quikly as it normally could. I keep all of my veg under four foot cool white flouresent tubes(the cheap ones). If your other seedlings are doing fine it would be a shame to decrease their lighting. Can you isolate the sick one and leave the rest going?
 
its in my back closet so what I will do is take it out of the grow box and leave him in the ambient light of the closet and keep the other growing strong, will this affect the plant in cloning it or will it be ok for cloning when I get there cause if its not worth saving I have another seed I can germ.
 
I checked at lunch and he is doing the same so i used some tweezers and placed him back into the grow media so hopefully that will help. the other plant is doing great. I renoved the seed cap today and he has two big leaves and two small leaves coming in.
