Unfortunately like this thread, HB 1380 died May 12, 2010. All hope is not lost, but this is clearly a step in the wrong direction.

House Bill 1380, introduced by Rep. Earl Jones (D-Guilford), received a June 18, 2009 hearing in the House Committee on Health. This bill would have allowed patients suffering from debilitating medical conditions to legally use medical marijuana with their doctors' recommendations. This hearing was the first time an effective medical marijuana bill received a hearing in the North Carolina General Assembly. The legislature returned for the second year of its two-year session on May 12, with the bill pending in the Committee on Health. However, the legislature adjourned before the bill was voted on, killing the bill in the process.
Fortunately, the members of the North Carolina Democratic Party State Executive Committee have chosen to take up the cause of medical marijuana! In August of 2010, the executive committee voted to pass a resolution supporting the legalization of medical marijuana at its convention. The near unanimous vote will put pressure on democratic legislators to introduce and push legislation through to allow residents of North Carolina suffering from debilitating conditions to use and possess marijuana if their doctors recommend it."
