Name that book!

Ok it's a fantasy novel, and at the start there is this thief who has the ability to change into a bear. He is breaking into a house to steal this guys gemstone or something. Eventually he meets this girl who can turn into a wolf.

I can't remember the name of it and i want to read it again, any ideas??
