Federal law outlaws cannabis in all forms, including seeds. So, the very act of having them sent through the US Postal service is a felony, whether or not you live in a medical state or Colorado or Washington. It's illegal under federal law. That being said, when you place your order you take your chances. The attitude and every other seed bank have very similar disclaimers regarding the legality of cannabis, regardless of your locale. So they are nice enough to offer a free replacement if your shipment gets seized....that's pretty cool of them...especially since the recipient is fully aware that he/she is breaking federal law. They uphold their end of the bargain yet some foolish people still feel the need to blame the seed bank when the shipment goes awry. Really? Place the blame where it belongs...first blame yourself...since you were breaking the law in the first place, be glad they didn't come and arrest you. Second, blame the laws of the land...NOT the US postal service. I can't believe the audacity of these people who whine about missing shipments...grow up! You know the risks...you pays your money and takes your chances.
