My plants seem a bit small for week 4 veg

So i just stated week 4 veg and it seems like my plants are not as tall as they should be. All 9 of my plants are Caramelo Sativa strain, they are grown in a coco loco coconut core soil mixture. I'm using fox farm top 3 growing nutrients with a light cycle of 18 hours on 6 hours off. Im using a Apollo dimmable light ballast, right now it is set at 600w. The temp of my grow temp goes from 79-81 degrees with a humidity at 41-44%. now the tallest plant in the room is 13" and the smallest is 8", now i feel like that might be a bit too small for week 4. this is my first grow so im not sure how tall they should be at this time, I now that they should double in size during flower.
