With the seeds you got a while till you harvest, or even flower. Plenty of time to get some $, set up an adequate grow room, and figure out exactly what you need. Slow down, I know your excited but doing this right takes time, patience, and a lot of know how. If I were you I'd clear the closet, try to visulize my set up, read up online, and then head down to a hydro shop to get their 2 cents. CFLs will work, done two grows solely with them before I upgraded. You can get some really good bud just takes a shit ton of them; but in the end your going to wind up with airy buds that look funny which can suck for resale, but didn't matter to me 
Also about the dispensaries in AZ, who knows when well actually see those. Last I read they had to be zoned industrial with high foot traffic and a huge distance from a school which is you know no where in the valley

Thanks man yea I am realy excited to get into my new hobby/doctoring. and now my mind is more at ease knowing that I have better options in places to set up my grow. I called up NORML and talked to one of there lawyers and he said that the buisness with the despencerary will probably be settled in about a year. and I still got my old connection but thats only for emergency's guy always stiffs me if I ask for anything bigger than an 8th but he does have some fire ass shit pricey but its good. Thats another sucky thing about az like that rhym goes: "water water everywhere but not a drop to drink". lol weeds all over the place here but you got to know the right people and you iether get chronic or you get schwag no mids at least not in a long time where I live.With the seeds you got a while till you harvest, or even flower. go for the CFL's, cheaper and cooler in the long run. Ideally you should purchase several lights depending on how many plants and how big the grow area is. Home Depot should suffice, get some reflective tape or some reflective sheets, and a couple of cheap fans from Wal-Mart, 4" should do, and maybe a fan mounted below for clean intake air from another outside source. One fan for air circulation and one for exhaust. Check the forums for easy to build filters on a budget.

that has everything you need to run the light ballest hood ect. ide by two and spend the rest on pots and soil pro mix soil is cheap and good and so are pots and a timer
grab a gallon of pure white paint strip the room completly and paint everything white even brick
emergency blankets are cheap and reflect alot of light but are not fire resistent so ide get by with the white paint for now until you can grab mylar better be safe than sorry
and your doggy doors wont work against heat it rises its a proven fact and im no scientist to prove it other wise maybe it'll work as a inline
but i think it'll hold hot air unless rigged right on the outline

ide use the fist one its a nice raw room the second one is a personal space and can be aggervating to grow in it some what can change the personaltiy of you space and if you want people around its can be aggervating when its like the new baby in the room

In the #'s you need to grow anything decent, they are not cooler.

I agree with Priest start out slow. 1st thing you need is a place to nurture seeds and veg.
And it seems like your grandparents are really nice people and see your needs for the meds which I fully understand needing the meds. And because of your GP's I'd use the shed instead of the closet, everything will go fine in the closet for the next 12 wks, but then comes wk 6 of flower and you haven't gotten the cash together for odor control, I hope you see where I'm goin'. If you can get temps controlled in the shed start there it will keep the stench out of the house.
As far as floro lights, IMO tube fixtures are better for seeds, clones and veg than compact. If I were you I'd start in the shed build a box against the brick wall (which is a house wall I assume) and build it on the floor. This will give you the coolest area in the shed. Build it big enough to house a 6 tube 4 ft T-5 fixture. But to start install a 4 tube T-8 shop light fixture > $20 with 3 6500k & 1 3000k bulb $4 each this will take you through seeds and veg. Then hopefully you can afford a T-5 or small HPS lamp for flower.
I've been thinking about starting a thread on growing MJ with minimal labor and $$ invested. Here's an overview:
You need 4 things to grow anything. Water, Light, Food, and Air.
Water - Here is where hydro is cool because it fills 2 rolls, both water and growing medium. But start up costs take it out of consideration for a cheap grow. You can put together a great bubble system for less than $50 but you will need ph & tds meters & an assortment of chems just to start (don't even try if you can't afford these). Now the H2O itself, if your tap water is halfway descent - ph 7.6 or less and tds of less than 200 you can make it through a soil grow and not kill anything.
Medium - not part of the basic 4, but very important. In your position I 'd stick to soil, buy a bag of of Fox Farms Ocean and Forest, or any other quality potting soil. Do not buy Miracle Grow or any other soil with frets in it, not saying it won't work, but as a beginner its better to stay away from it and its not good for seedlings (no ferts for youngin's). If I could recommend the best medium I'd go for a modified hempy which is a whole lecture by itself.
Food - Better known as nutes. Here you could blow your whole budget again, but there is no need to. Use Osmocote Plus or just standard Osmocote (the plus has micro-nutes) This is a controled release fert and it works just fine for mj, and then for a flower boost use some Miracle Grow Bloom Boost, you'll only need 1/2 strength 2 maybe 3 feedings during flower. And see if you can get a little Super Thrive. Grandma may have all this already.
Study up on a SCROG grow, it has the best yield for low wattage grows.

Excellent advice above. Let me just add. When you use the soil he suggested, you will not need any veg nutes, they are already in there 
You will learn a lot by doing a 2 or 3 plant grow first and then you will understand the importance of the different parts of equipment involved in an upgrade, etc. You may want to do a few smaller grows and build as you go along.

i can buy earth juice nutes for less than people buying 10 dollars for bags of soil. (F0xF2rm) understanding everybody talks down on Miraclegr0w.
200 bucks is enough to get your first grow going.
