Mix Light Question

I am using flourecent lights for veg and then switching to a 400 hps for flower could i use the flourecent lights as well for the underneath when i switch to 12/12

hell yeah dude, of course you can use the cfls for sidelighting

Yes, you can, in fact a mixed spectrum is usually considered better for your plants than a single one.
