As far as the card goes, once you have the necessary paper work sent in, they have 15 days to approve and 5 days for mail. If you haven't received it 20 days after you send it, your copy of the application and your Doctors recommendation become your card until you do receive it. The Law was written by MPP, they seemed to know the MDCH would wait as long as possible and made sure they could not do so indefinitely.
We did a mass turn in on the 6th, those were approved on 4/20, they waited until the next Monday to mail them out, had to take a little extra time.
The only reasons they could 'not approve' would be procedural. Improperly filled out, or a document missing etc., they cannot question the Doctor about the recommendation, all they can do is verify the Doctor did issue the recommendation. The only ones I have heard about that were not approved had to do with not providing proper documents for the lower fee. VV
