HM PH-80 is a ph meter only for liquids.
Maybe I'll take Bluelab, but the combo is too expensive, rather it will be Bluelab Pen, it's a little cheaper.
At the average price level, there is almost no choice.
The probe alone for a soil PH meter costs about your budget... soil ph meters are not cheap, they use a hardened glass tipped probe.
Either do slurry tests or raise your budget. There's not really any bargain soil ph testers.

I would like to buy a PH meter for the price of 50-100$. but one that does accurate measurements. In the cheaper ones I do not believe, always cheat. However, I don't have money for BlueLab or Milwauke. I need something a little cheaper. Something similar to the "NukeHeads Soil PH meter", but to be available in the EU, or with cheap shipping from the US or China.
I'm very happy with my Milwaukee MW102 but that's around $120 now. For hydro my other choice is the Apera PH60, about $80. I looked at getting one for backup, confirmation, and the convenience of a pen style meter. Blue lab is lower resolution and over priced in my opinion.

For soil I'd get this Hydrion 067 body acid kit or an API aquarium test kit. They are narrow range and have higher resolution/accuracy.

Lol sure if you want to spend that kind of money. I wouldn’t after seeing multiple people receive broken meters and dealing with their customer service, not being able to calibrate their meter AT ALL and missing out on grow time.
Ive been using that green $50 apera and it works like a charm.

but people swear by blue lab. And it is an expensive standard. But there are other tools that don’t cost an arm and a leg to get the same job done.
I've got a Bluelab Combo meter in the mail. I use their products and like them. If you're a hydro grower you need good PH gear more than you need cheap PH gear. I used the GH drops for years but the Bluelab gear is great in my opinion. I calibrate my meter every 30 days; you have to with their Guardian. It SAVES me grow time in my mind, plus my PH and PPMs are always on display.
I used a cheap com-80 for my PPM for years. Never calibrated it and it's bang on with my Guardian. Nothing against cheap gear if it works, but it's not often that you get those two together.

Another to consider
Apera ph60 £70 in the UK, you can possibly buy one with a soil specific probe if not you can replace the probe with a soil specific one, the spare solution probe is £30
