Man, my fav has to be Vulcan, hes just mint. But if we are going on raw power, you cant really mess with X-Man (Nate Grey) or (to a lesser extent) Cable. I gotta agree, Juggernaut does have the edge over a lot of mutants, mainly because of how he got his powers though.
